HUD Consolidated Planning Process
Kentucky Housing Corporation (KHC) plays a central role in Kentucky’s participation in the U.S. Department of Housing and Urban Development’s (HUD) Consolidated Planning process, which guides the use of federal housing and community development resources across the state.
This process is a continuous planning and accountability cycle that includes:
- Five-Year Consolidated Plan (Con Plan)
An assessment of housing needs and market conditions that sets long-term goals for affordable housing, homelessness prevention, and community revitalization. - Annual Action Plans
The yearly plans that translate the five-year goals into specific, fundable activities and measurable targets. - Consolidated Annual Performance and Evaluation Report (CAPER)
The year-end report that evaluates outcomes, expenditures, and progress toward the Con Plan's objectives.

As the lead agency for programs such as HOME, ESG, HTF, and HOPWA, KHC collaborates with the Department of Local Government, contributing data, priorities, and strategic objectives for these documents.

The 2025-2029 Consolidated Plan covers the time period of July 1, 2025, to June 30, 2030.
Annual Action Plans
The Consolidated Action Plan is the Commonwealth's application and distribution plan for the HUD CPD Programs (HOME, ESG, CDBG, HTF, and HOPWA). KHC and DLG are the agencies responsible for submission of the plan to HUD.
Each action plan covers the specified time period for each document.
CAPER
The CAPER is prepared by KHC and DLG, and is submitted to HUD's Office of Community Planning and Development. The CAPER details how the state utilized block grant funds.

Citizen Participation Plan
Pursuant to the citizen participation requirements of 24 CFR Section 91.115, the State of Kentucky (referred to as the “State”) sets forth the following amended Citizen Participation Plan (the “Plan”) as it relates to the administration of the Community Planning and Development programs funded by HUD.
The Plan sets forth how the State will provide for and encourage all citizens to participate in the development, revision, amendment, adoption, and implementation of the documents covered by this Plan, which include the following:
