Advisory Committees

In addition to the Board of Directors, Kentucky Housing Corporation (KHC) relies on advisory committees to provide essential feedback and expert guidance on programs and policies, helping to ensure KHC's work meets the needs of Kentuckians.

Housing Policy Advisory Committee (HPAC)

The Kentucky legislature delegated to KHC the development and implementation of housing policy in Kentucky. As a part of the policy development process, the legislature directed KHC to create an Advisory Committee made up of nine ex officio state government members, seventeen at-large members representing various interests and organizations who are appointed by the Chair of the Board of Directors of KHC, one member of the Senate, and one member of the House of Representatives. State government and legislative members serve during the term of their elected or appointed positions. At-large members serve four- year terms. The Housing Policy Advisory Committee (HPAC) meets quarterly and is staffed by KHC. It consults with and advises the officers and directors of KHC concerning matters related to the Kentucky housing policy.

Affordable Housing Trust Fund (AHTF) Advisory Committee

The Kentucky legislature directed KHC to create an Advisory Committee for the Affordable Housing Trust Fund (AHTF). The Advisory Committee is made up of 11 members, nine of whom are appointed by the Chair of the Board of Directors of KHC, one member of the Senate, and one member of the House of Representatives. Advisory Committee members serve three-year terms and can be reappointed one time. The Advisory Committee meets two times per year and is staffed by KHC. It consults with and advises the officers and directors of KHC concerning matters related to the AHTF.

Three members are appointed from each of the following three categories of organizations: 

  1. The Home Builders Association of Kentucky, the Kentucky Manufactured Housing Institute, the Apartment Association, the Kentucky Association of Realtors, the Kentucky State Building Trades Council, the Mortgage Bankers Association of Kentucky, and the Kentucky Bankers Association;
  2. The Homeless and Housing Coalition of Kentucky, builders or nonprofit housing organizations, support service providers, homeless persons, and very low-income tenants; and
  3. The Kentucky Association of Counties, the Kentucky League of Cities, and agencies of state government.

Rural Housing Trust Fund (RHTF) Advisory Committee

The Kentucky legislature created the Rural Housing Trust Fund Advisory Committee for the Rural Housing Trust Fund (RHTF). The Advisory Committee is made up of 11 members, including the Commissioner of Agriculture, two members of the Senate, two members of the House of Representatives, and six private citizens who reside in rural communities and who are appointed by the Chair of the Board of Directors of KHC. Advisory Committee members serve three-year terms and can be reappointed one time. The Advisory Committee meets as needed and is staffed by KHC. It consults with and advises the officers and directors of KHC concerning matters related to the RHTF.

Continuum of Care (CoC) Board

While the Kentucky Balance of State (BoS) CoC is not one of the committees created to drive state policy, it functions as a key advisory and planning group for all matters related to homelessness in 118 counties.

KHC serves as the lead planning entity for the KY BoS CoC, which is governed by a general membership body and an elected advisory board.
