Rental Programs
Kentucky Housing Corporation (KHC) offers a variety of rental assistance programs to assist low-income families in securing affordable rental housing through the programs listed below. Additional

The
Housing Choice Voucher (HCV) Program, also known as Section 8, provides rental assistance directly to applicants. This provides a voucher that moves with the recipient to different rental units that accept it.
Permanent Supportive Housing (PSH) is a combination of ongoing voucher based rental assistance and intensive case management services designed for people who are experiencing chronic homelessness with disabilities who need support to live stably in their communities. These services can include housing stabilization case management, substance abuse or mental health counseling, advocacy, and assistance in locating and maintaining employment. Permanent Supportive Housing is a proven solution for people who have experienced chronic homelessness as well as other people with disabilities, including people leaving institutional and restrictive settings. Permanent Supportive Housing programs can provide assistance as long as the household needs, and sometimes, indefinitely.
Rapid re-housing (RRH) is a solution to homelessness designed to help households quickly exit homelessness and return to permanent housing in the community of their choice. Assistance is offered without preconditions (such as employment, income, absence of criminal record, or sobriety) and the resources and intensive case management services provided are tailored to the unique needs of the household. The core components of Rapid Re-Housing are housing identification, flexible financial assistance, case management and services. The goal of a rapid re-housing program is to quickly help tenants stabilize in their unit within 24 months, whereby program rental assistance is no longer needed and the tenant can take on the full rent on their own.
The HOME Tenant Based Rental Assistance (TBRA) Program provides voucher based rental assistance to low income households in order to help them afford housing costs in market-rate units. HOME Tenant Based Rental Assistance provides up to (and in some cases beyond) 24 months of ongoing rental subsidies and utility assistance based on client income. Federally, the main eligibility requirement is that households fall at or below 60% Area Median Income. There is no requirement for participants to be homeless or have a disability, though many providers do target these populations. HOME Tenant Based Rental Assistance does not offer services, though some organization fund services through another program.
Housing Opportunities for Persons with Aids (HOPWA) Provides formula allocations and competitively awarded grants to eligible states, cities, and nonprofit organizations to provide housing assistance and related supportive services to meet the housing needs of low-income persons and their families living with HIV/AIDS. These resources help clients maintain housing stability, avoid homelessness, and improve access to HIV/AIDS treatment and related care while placing a greater emphasis on permanent supportive housing.
