Section 811 Project Rental Assistance Program

Section 811 Project Rental Assistance Program

Rental

The U.S. Department of Housing and Urban Development's (HUD) Section 811 Project Rental Assistance (PRA) program expands community-integrated housing options for non-elderly adults with disabilities (ages 18-61). Section 811 PRA provides long-term, project-based rental assistance for multifamily properties, along with supportive services. It serves eligible people with disabilities, including those moving out of long-term care facilities or homelessness.

Kentucky Housing Corporation (KHC) recently received funding for the Section 811 PRA program. Rental assistance under 811 PRA works like KHC's other project-based programs: the property submits a request for assistance on behalf of eligible tenants, and KHC pays the subsidy directly to the property.

Applicants for the Section 811 PRA program are only accepted through referrals from state partners. Additional referral information will be posted here and via eGrams when it is available.

How Does It Work?

KHC selects participating properties, executes a Rental Assistance Contract (RAC) with each owner, and provides rental assistance for eligible units. The property submits a vacancy/lease up request to KHC to fill designated 811 units; KHC works to identify and approve eligible tenants and pays the subsidy to the property.

Tenants in 811 PRA units pay a portion of their income toward rent, and the 811 subsidy covers the remainder. Ongoing supportive services will be offered to 811 tenants to ensure leasing success.

What KHC Is Doing Now

KHC is currently accepting property applications for the program and seeking properties that meet the HUD requirements listed below.

HUD Requirements for 811 PRA Properties

  • Property must have five or more units.
  • Accessible units are preferred.
  • No more than 25% of the units can be reserved for people with disabilities.
  • 811 PRA units must be mixed in with other units.
  • 811 PRA funds pay rent assistance, not construction costs.
  • Properties should be close to stores, services, and transportation.
  • Housing already set aside solely for people with disabilities is usually not eligible.
  • Units with another rental subsidy in the last six months cannot participate.
  • Senior housing solely for tenants 62 or older cannot participate.
  • Owners do not need to designate specific unit for 811 PRA, allowing flexibility in offering the next available unit to an eligible 811 PRA applicant.
  • 811 PRA tenants should have the same opportunities as other residents to live and participate in the community.

How to Apply

Property owners interested in the program should submit the 811 PRA Property Application. Applications will be accepted until resources have been allocated. KHC reviews each application and may contact properties for a follow-up call.
