How Any Door KY CES Works
Continuums of Care (CoCs) must operate a coordinated assessment system that provides an initial, comprehensive assessment of the needs of individuals and families experiencing homelessness, including those fleeing domestic violence, dating violence, sexual assault, or stalking.
The Kentucky Balance of State (KY BoS) CoC has established a Coordinated Entry System (CES), known as Any Door KY CES, for the 118-county CoC, and KHC is responsible for overseeing its implementation.
- KHC partners with organizations across the state (everywhere except Fayette and Jefferson counties) to provide access to CES.
- A partner agency completes a short questionnaire with you about your situation. This is called an assessment.
- CES uses the assessment to prioritize people experiencing homelessness for referrals to housing programs, based on level of need.
- CES is not a waitlist. Because resources are limited, being assessed through CES does not guarantee a housing referral.
Find Help in Your Area
Any Door KY CES serves all Kentucky counties except Fayette and Jefferson. Lexington-Fayette and Louisville-Jefferson counties operate their own coordinated entry systems.
For all others, find your county on the the Community Resource Guide - Intervention Dashboard below to get in touch with the Lead Partner Contact (LPC) agency in your area. Contact the agency to be assessed through Coordinated Entry.
HOME-ARP Permanent Supportive Housing (PSH) Time-Based Waitlists
KHC funded rental housing developments that provide new PSH units and partners with the KY BoS CoC – which oversees the local U.S. Department of Housing and Urban Development (HUD) Continuum of Care for people experiencing homelessness – to refer eligible individuals and families to available HOME-ARP PSH units.
Who May be Referred
To be eligible for the HOME-ARP PSH program, an individual or family must meet the criteria of one of four qualifying populations:
- Living outside or in another place not meant for regular human habitation (such as a car or tent), in an emergency shelter, or in a transitional housing project intended for people experiencing homelessness.
- At risk of having to live on the street or in an emergency shelter.
- Fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking, or human trafficking.
- Other populations as established in HUD Notice CPD-21-10*.
*The definition of each category is in Section IV.A of HUD Notice CPD-21-10, Requirements for the Use of Funds in the HOME-American Rescue Plan Program. KHC's HOME-ARP Allocation Plan (as amended) defines “Other populations as defined established in Notice CPD-21-10” as households that spend more than 30 percent of their income and live in substandard housing are considered to be unstably housed and at risk of homelessness. Substandard housing is defined at 24 CFR § 5.425.
How Referrals Work
KHC can make referrals to the HOME-ARP PSH program only through the KY BoS CoC CES. Each development accepts direct referrals through CES, which prioritizes people in the first qualifying population.
The KY BoS CoC will try to fill the HOME-ARP PSH units from that population for at least 90 days. If units remain, the KY BoS CoC will then refer households in the other qualifying populations, in the order in which they applied to the waitlist. Referrals are not based on population type.
Households referred from the waitlist must provide documentation of their eligibility for qualifying population categories two, three, or four.
How to Apply
KHC opens a time-based waitlist for each development when the development is ready to accept referrals. KHC is currently accepting HOME-ARP PSH Time-Based Waitlist applications for:
