Consolidated and Action Plans and CAPER

​Notice of Public Comment Period

The draft Kentucky Consolidated Annual Performance and Evaluation Report (CAPER) will be available for public review and comment beginning September 4, 2024. The CAPER is prepared by Kentucky Housing Corporation (KHC) and the Department for Local Government (DLG) and is submitted to the U.S. Department of Housing and Urban Development (HUD) Office of Community Planning and Development. The CAPER details how the state utilized block grant funds allocated for Federal Fiscal Year 2023 (July 1, 2023 – June 30, 2024).

Written comments received by September 20, 2024, will be accepted, addressed, and where applicable, incorporated into the document. A summary of comments will be submitted to HUD along with the CAPER on or before September 27, 2024.

​​​​​​​Consolidated Plan
The Consolidated Plan is the Commonwealth's application and distribution plan for  U.S. Department of Housing and Urban Development's (HUD) Office of Community Planning and Development (CPD) Programs (CDBG, ESG, HOME, HOPWA, and HTF). Kentucky Housing Corporation (KHC) and the Department for Local Government​ (DLG) are the agencies responsible for submission of the plan to HUD.

The 2020-2024 Consolidated Plan covers the time period of July 1, 2020, to June 30, 2025.

The 2015-2019 Consolidated Plan covers the time period of July 1, 2015, to June 30, 2020.

Annual Action Plans

The Consolidated Action Plan is the Commonwealth's application and distribution plan for the HUD CPD Programs (HOME, ESG, CDBG, HTF, and HOPWA). KHC and DLG are the agencies responsible for submission of the plan to HUD.

Consolidated Annual Performance and Evaluation Reports

The Consolidated Annual Performance and Evaluation Report (CAPER) is prepared by KHC and DLG, and is submitted to HUD's Office of Community Planning and Development. The CAPER details how the state utilized block grant funds.

  • 2020-2024 Consolidated Plan Cycle:
    • The 2020 CAPER covers the time period of July 1, 2020, to June 30, 2021.
    • The 2021 CAPER​ covers the time period of July 1, 2021, to June 30, 2022.
    • The 2022 CAPER covers the time period of July 1, 2022, to June 30, 2023.​
    • The 2023 CAPER - DRAFT​ covers the time period of July 1, 2023, to June 30, 2024.
  • 2015-2019 Consolidated Plan Cycle:
    • The 2015 CAPER covers the time period of July 1, 2015, to June 30, 2016.
    • The 2016 CAPER covers the time period of July 1, 2016, to June 30, 2017.
    • The 2017 CAPER covers the time period of July 1, 2017, to June 30, 2018.
    • The 2018 CAPER covers the time period of July 1, 2018, to June 30, 2019.
    • ​The 2019 CAPER​ covers the time period of July 1, 2019, to June 30, 2020.

Citizen Participation Plan

Pursuant to the citizen participation requirements of 24 CFR Section 91.115, the State of Kentucky (referred to as the “State”) sets forth the following amended Citizen Participation Plan (the “Plan”) as it relates to the administration of the Community Planning and Development programs funded by the U.S. Department of Housing and Urban Development (HUD). The Plan sets forth how the State will provide for and encourage all citizens to participate in the development, revision, amendment, adoption, and implementation of the documents covered by this Plan, which include the following: Citizen Participation Plan; Consolidated Plan (Con Plan); Annual Action Plan (AAP); Consolidated Annual Performance and Evaluation Report (CAPER); Section 108 Loan Guarantee Program; and Recovery Housing Program (RHP) Annual Plan.
