​KHC's weatherization program annually provides grant funds to local non-profit and community action agencies (subgrantees) to provide weatherization services for low-income families in Kentucky. To receive these funds, KHC must annually submit an annual application to the U.S. Department of Energy (DOE) that outlines the funding and administration of the program. The resulting Weatherization State Weatherization Plans are used to implement the program.

All subgrantees need to operate under the current Bipartisan Infrastructure Law​ (BIL)​ Plan and Health and Safety Plan while KHC awaits a revision approval on the annual file.​​
