​Kentucky Housing Corporation (KHC) will accept public comments on the Environmental Review Records of the following projects. KHC has determined that they will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.​​​

EARLY NOTICE AND PUBLIC REVIEW OF A PROPOSED ACTIVITY IN A FEDERAL FLOOD RISK MANAGEMENT STANDARD (FFRMS)-DESIGNATED FLOODPLAIN

KHC under 24 CFR Part 58 has determined that the following proposed action under the HOME Investment Partnerships program is located in the Federal Flood Risk Management Standard (FFRMS) floodplain, and KHC will be identifying and evaluating practicable alternatives to locating the action within the floodplain and the potential impacts on the floodplain from the proposed action, as required by Executive Order 11988, as amended by Executive Order 13690 and/or Executive Order 11990 in accordance with U.S. Department of Housing and Urban Development (HUD) regulations at 24 CFR 55.20 in Subpart C—Procedures for Making Determinations on Floodplain Management and Protection of Wetlands.

The proposed project location is 8081 E. KY 8, Vanceburg, Lewis County, KY 41179 (geographic coordinates: 38.60784298202952, -83.19364186810849). The extent of the FFRMS floodplain was determined using the 0.2 percent flood approach. The proposed activity involves the new construction of a single-family detached housing unit by Peoples Self Help Housing, Inc., a Community Housing Development Organization (CHDO) based in Vanceburg, KY. This project will replace a pre-existing, unoccupied mobile home that will be removed from the project site. The project site is approximately 0.5 acres and consists of one residential unit. The project footprint is located within Zone X — 0.2% Annual Chance Flood Hazard, areas of 1% annual chance flood with average depth less than one foot or with drainage areas of less than one square mile (A.K.A. the 500-year floodplain) as identified by FEMA FIRM Panel 21135C0252D, effective April 16, 2026

There are three primary purposes for this notice. 

  • First, people who may be affected by activities in the floodplain and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain, alternative methods to serve the same project purpose, and methods to minimize and mitigate project impacts on the floodplain.
  • Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about the floodplain can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas.
  • Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in the floodplain, it must inform those who may be put at greater or continued risk.
