This Special Claims Checklist will identify the correct documentation we need to approve your request more efficiently. Contact your HAP Compliance Specialist with any questions you may have.
HAP Vouchers
Want to save postage, paper and make the 10th deadline? You now have the option to email or fax your hard copy voucher as well as your special claims request. Let your HAP compliance specialist know if you are faxing them. If you email, be sure it is emailed in a PDF format.
Your voucher is completed when you see the approved and closed date. Once you see this, you can reconcile your voucher immediately and begin your next voucher request.
Reconciling Vouchers
To reconcile the voucher:
- Print a copy of the KHC approved HAP Report.
- Compare the HAP Report (line by line) to the voucher requested.
- If there are any discrepancies, contact the KHC Compliance Specialist assigned to the property.
- Make any adjustments on the next month's voucher request.

Correspondence/Mail:

TRACS is a system developed by HUD to help improve financial controls over assisted housing programs through the automating of manual procedures and the incorporation of automated controls.
TRACS collects certified tenant data for processing from owners and management agents of multifamily housing projects. The basis for these electronic submissions to TRACS is the form HUD-50059, Owner's Certification of Compliance with HUD's Tenant Eligibility and Rent Procedures, and the form HUD-52670, Housing Owner's Certification & Application for Housing Assistance Payments.
TRACS improves HUD's financial management by automating manual procedures and incorporating fiscal controls. All tenant data collected and stored in TRACS undergoes rigorous edits to ensure accuracy and compliance with eligibility rules. The tenant/contract data stored in the TRACS database is available to authorized users for on-line viewing/updating. Report and data retrieval capabilities are also available. Hotline support is provided to all owners, management agents, and contract administrators to answer basic questions related to tenant certification data submission and to provide technical assistance concerning the use of TRACS software.
