One of the most basic human needs is shelter. On any given day, thousands of men, women and children are homeless in Kentucky. The effects of homelessness are extensive and severe. For the individual, homelessness means more than just a loss of self-esteem; they also face dramatically higher rates of infectious disease, mental health problems, physical disorders, disabilities and premature death. They also face heightened risks of becoming incarcerated or institutionalized. Though the chronically homeless make up only a portion of the homeless population, they use a disproportionate amount of homeless resources. When expensive emergency room visits, uncompensated care and involvement with the criminal justice system are considered, the chronically homeless represent significant costs to local, state and federal programs. Annual Point-In-Time Homeless Population CountOn Thursday, January 24, 2008, a statewide count of Kentucky’s homeless took place. The count is mandated by HUD to be conducted every other year. To more accurately count the homeless in Kentucky the Point-In-Time Count is conducted on a yearly basis. Read more about the count. New 2008 Continuum of Care Application Forms The Specialized Housing Resources Department, in an effort to provide better customer service, is improving the procedures for the annual Kentucky Balance of State Continuum of Care application process. We realize at about the same time the SuperNOFA is announced, many of you are working on other grants in addition to the Technical Submission of your agency’s Supportive Housing Program from the previous cycle. With this in mind, we have modified the timeline by introducing a very simple, one-page Intent to Apply form, a Renewal or New Project Pre-Application form and a Policy for Funding Consideration to streamline the process. The Kentucky Housing Corporation has contracted with the Homeless and Housing Coalition of Kentucky (HHCK) to work through the Kentucky Interagency Council on Homelessness (KICH) and the Regional Continuum of Care (CoC) planning structure to develop regionally based implementation plans for Kentucky’s previously published Ten Year Plan to End Homelessness. Broad-based and inclusive planning groups will be convened in each of Kentucky’s six CoC regions to take responsibility for the creation of locally-specific strategies for ending homelessness. The Initiative will be completed by early June, 2008, when all communities will convene and share their successes at the 2nd Annual Kentucky Homeless Summit hosted by HHCK in collaboration with KICH.
