Notice of Public Hearing

A public hearing will be held to obtain needs information for the 2020 Consolidated Plan for Kentucky's block grant housing programs.
 
The Consolidated Plan is the Commonwealth's application and distribution plan for U.S. Department of Housing and Urban Development (HUD), Office of Community Planning and Development (CPD) Block Grant Programs (HOME, ESG, CDBG, HTF, and HOPWA). Kentucky Housing Corporation and the Department for Local Government are the agencies responsible for submission of the plan to HUD.
 
Kentucky is in the process of drafting the 2020 Consolidated Plan, and a public hearing is being held for the purpose of obtaining public input. Both written and oral comments will be accepted, and where applicable, will be incorporated into the document. 
 
The public hearing is scheduled for 1:00 PM EST Thursday, February 13, 2020, at the Kentucky Housing Corporation West Annex Board Room at 1231 Louisville Road, Frankfort, KY, 40601. KHC's campus is handicapped-accessible. If you are a person with a disability, need information in an alternative format, or speak limited English and require special services at the public hearing, please notify the Corporate Planning and Accountability department by February 6, 2020, so that arrangements for those services can be made.

Certification of Consistency with the Consolidated Plan

Two different certification forms are listed below. The first form is for public housing agencies (PHAs) completing their annual or five-year plans, and the second form is for all applicants who are seeking federal housing funds from an agency that requires the certification.

PHA Plan Certification Procedure

The U.S. Department for Housing and Urban Development (HUD) designed a new certification by State or local official of Public Housing Agency (PHA) plans consistent with the consolidated plan for all new PHA plans with an effective date of July 1, 2016, and later. This new form requires that Kentucky Housing Corporation (KHC) specify how the PHA plan is consistent with the consolidated plan, as well as the state's Analysis of Impediments to Fair Housing Choice (AI). Kentucky's AI is available on KHC's website, under Fair Housing in Kentucky.

In order for KHC to process the new PHA Plan certification, PHAs will be required to complete the Certification by PHA Official or PHA Plan Consistency pdf form below. Once completed, the authorized PHA official must sign the document and send it to KHC for review. The signed document should be scanned and attached to the Certification by State or Local Official of PHA Plans Consistency with the Consolidated Plan online request form.

Consolidated Annual Performance and Evaluation Reports

The Consolidated Annual Performance and Evaluation Report (CAPER) is prepared by KHC and DLG, and is submitted to HUD's Office of Community Planning and Development. The CAPER details how the state utilized block grant funds.

The 2015 CAPER covers the time period of July 1, 2015, to June 30, 2016.

The 2016 CAPER covers the time period of July 1, 2016, to June 30, 2017.

The 2017 CAPER covers the time period of July 1, 2017, to June 30, 2018.

The 2018 CAPER covers the time period of July 1, 2018, to June 30, 2019.



Annual Action Plans

The Consolidated Action Plan is the Commonwealth's application and distribution plan for the U.S. Department of Housing and Urban Development (HUD), Office of Community Planning and Development (CPD) Programs (HOME, ESG, CDBG, HTF, and HOPWA). Kentucky Housing Corporation and the Department for Local Government are the agencies responsible for submission of the plan to HUD.

The 2016 Action Plan covers the time period of July 1, 2016, to June 30, 2017.

The 2017 Action Plan covers the time period of July 1, 2017, to June 30, 2018.

The 2018 Action Plan​ covers the time period of July 1, 2018, to June 30, 2019.

The 2019 Action Plan covers the time period of July 1, 2019, to June 30, 2020.



2015 - 2019 Consolidated Plan

The Consolidated Plan and annual Action Plan are the Commonwealth’s application and distribution plan for HUD's Office of Community Planning and Development (CPD) Programs (HOME, ESG, CDBG and HOPWA). KHC and DLG are the agencies responsible for submission of the plan to HUD.

The Consolidated Plan covers the time period of July 1, 2015, to June 30, 2020.

A substantial amendment to the existing Action Plan and Five-Year Plan to incorporate the National Housing Trust Fund (NHTF) Program was finalized in October 2016. The document below includes an abbreviated summary of proposed changes.
