Funding Availability:  HUD FY2019 Comprehensive Counseling Grant

KHC is now accepting applications for sub-grantees for the US Department of Housing and Urban Development (HUD) FY19 Comprehensive Counseling Grant.  Applicants must submit completed applications and return to KHC no later than 11:59 p.m. E.T., on Friday, June 14, 2019 to be considered for funding.  There will be no exceptions.

  • Applicants must meet HUD's minimum requirements to become an approved housing counseling agency.
  • Applicants will be considered for inclusion on KHC's grant application for HUD funds.  Agencies will be notified if accepted, but no grant amounts are guaranteed until HUD issues awards. 
  • HUD's grant period for the FY19 Comprehensive Counseling Grant will be from October 1, 2018-March 31, 2020.  This is a Two-Year NOFA; one competition distributes subsequent year funding, if available.

Agencies must submit the following to be considered for KHC's sub-grantee network for this grant:

1.      Completed KHC's HUD Sub-grantee FY19 Charts, located below:

2.      Copy of agency's updated Work Plan that meets HUD approval.  HUD provides a guide for reference:

For first-time applicants, additionally:

3.      Copy of agency's Internal Revenue Code (IRS) 501 (c)(3) letter.

4.      Copy of agency's Housing Counseling and Education Activity Report (HUD form 9902) for previous 12-month period.

Funding Availability:  KHC's Housing Assistance Counseling Fund

KHC has opened the 2020 Housing Assistance Fund (HAF) Counseling Program Applications.  Applicants must complete the application and Capacity Scorecard no later than 11:59 pm, ET, on Friday, June 14, 2019 to be considered for funding. No exceptions.  Email completed applications to Shelbie Hillard at

Applicants must meet HUD's minimum requirements for approved housing counseling agencies, including Local Housing Counseling Agencies, agencies that are part of larger intermediaries, or Multi-State Organizations (MSO's).

Applicants must receive at least a medium score on KHC's Capacity Scorecard.

KHC will not approve requests for waivers on thresholds.

Funds will be awarded based on the total Housing Assistance Funds provided for housing education and counseling; on each agency's score on the Capacity Scorecard; on past performance; and on projected future performance.
