Invitation to Bid - Professional Technology Services

Kentucky Housing Corporation (KHC) is soliciting proposals from qualified persons and entities to provide advisory and consulting services, research, best practices, and templates for its Technology Services, Business Logistics, Corporate and Planning Accountability, and Human Resources departments.

KHC is the state housing finance agency and a political subdivision of the Commonwealth of Kentucky. Created by the General Assembly in 1972, KHC’s mission is to invest in quality housing solutions for families and communities across Kentucky.

Serivces Requested

KHC desires to establish a relationship with one or more temporary staffing companies to source, screen, and provide quality candidates at the Frankfort, KY location for KHC’s temporary staffing needs for a range of technology job classifications, as indicated in the chart below. KHC’s needs may fluctuate from time to time. KHC requires that any Bidder shall:

  1. Have experience working with public agencies and an understanding of their temporary staffing needs;
  2. Have reasonable and competitive rates and proposed fees as to be provided in the Job Classification and Billing Rate Chart below;
  3. Adhere to all federal, state, and local laws and regulations with respect to discrimination in employment and will not discriminate against any individual on the basis of race, color, religion, sex including sexual orientation and gender identity, national origin, disability, protected Veteran status, or any other characteristics protected by applicable federal, state, or local laws and regulations;
  4. Screen all potential candidates prior to referring to KHC that the candidate possesses the required skills and abilities to perform the assigned functions;
  5. Refer temporary staff that meet KHC’s minimum qualifications and education and experience requirements indicated per classification for the job to be performed;
  6. Ensure that all candidates meet all federal, state, and local eligibility requirements to work in the United States and for the job to be performed;
  7. Perform background checks on all candidates and make available to KHC upon request;
  8. Make all necessary arrangements for the temporary staff to report to and commence work for KHC;
  9. Provide time sheets designed to accurately reflect actual hours worked per week by each temporary staff;
  10. Provide invoicing that indicates the full name of the temporary staff with the hourly rate of pay as agreed upon;
  11. Offer suitable replacement staff, at no additional costs to KHC, for any temporary staff that may be unsuccessful, in KHC’s sole discretion, for the assigned position; and
  12. Provide a consistent and accessible point of contact to KHC.


Proposals must be received by 5:00 p.m., ET, on Monday, November 26, 2018, to be considered.
Electronic copies will be accepted and are preferred. Faxed copies will not be accepted.
NOTE: PROPOSALS RECEIVED AFTER THE STATED DEADLINE WILL NOT BE ACCEPTED.
