Managed Detect Response

Kentucky Housing Corporation (KHC) needs a Managed Detect/Response Service (MDR). KHC will enter Competitive Negotiations with any Bidder that is deemed a Responsible and Responsive Bidder to this RFP.

KHC is the state housing finance agency and a political subdivision of the Commonwealth of Kentucky. Created by the General Assembly in 1972, KHC’s mission is to invest in quality housing solutions for families and communities across Kentucky.

Services Requested

KHC is looking for a Security Operations Center as a Service (SOC-as-a-Service) or Managed Detect and Response (MDR) hosted services. Managed Detect and Response is a managed security service that provides threat hunting and intelligence, security monitoring, incident analysis, and response. KHC expects services to be in place by September 30, 2020. At a minimum, vendors submitting a proposal in response to this RFP must meet the following requirements:

  • 24x7x365 monitoring of KHC's network security equipment and core services to provide real time analysis of gathered information.
  • 24x7x365 Incident Response Consulting Services
  • Alerting by text, email, phone, based on custom severity levels.
  • Intrusion Prevention System at ingress/egress points.
  • No offshoring. Data centers must be within the United States.
  • Ability to monitor logs/activity on firewalls.
  • Provide SOC2 upon request
  • Ability to monitor workstations on VPN regardless of split/full tunnel.
  • Ability to search logs.
  • Log retention at least a minimum of 90 days and potentially options for longer retention.
  • Ability to search logs.

Submission of Proposals

Proposals must be submitted electronically, preferably in a single PDF document, via email, no later than the time indicated below. See Section 3 of Exhibit A regarding the Kentucky Open Records Act and exemptions thereto

Proposals received after the deadline will not be accepted or reviewed for selection, unless the Bidder can provide evidence that the cause of the delay was beyond the Bidder’s control. The Purchasing Officer will make a final determination as to whether to consider the Proposal.

Proposals must be received by 5 p.m. ET, Thursday, May 28, 2020.
