Request for Proposals - Assistance with PBCA Bid

Kentucky Housing Corporation (KHC) is seeking assistance with the preparation and response of a bid submission to an anticipated procurement by the United States Department of Housing and Urban Development (HUD) for the program currently known as the Performance-Based Contract Administrator (PBCA) Program. KHC will enter into Competitive Negotiations with any Bidder that is deemed a Responsible and Responsive Bidder to this Request for Proposals (RFP). 

KHC is the state housing finance agency and a political subdivision of the Commonwealth of Kentucky.  Created by the General Assembly in 1972, KHC’s mission is to invest in quality housing solutions for families and communities across Kentucky.  

Therefore, KHC solicits proposals for a range of technical assistance as outlined in the “Scope of Work” section of this RFP.

Summary

KHC currently administers the U.S. Department of Housing and Urban Development (HUD) Section 8 program for project-based rental assistance through an Annual Contributions Contract (ACC) for the Commonwealth of Kentucky. HUD has previously issued two Sources Sought Market Research Draft Solicitations (Solicitation Nos. 86546A18R00001 and 86546A18R00002), indicating it plans to rebid these contracts. These solicitations were subsequently withdrawn. HUD has indicated its intention to release another draft procurement in 2019 (or later) followed by a final version soliciting bids.

  1. Services will be required on an as-needed basis to review any HUD draft solicitations as well as any final solicitations or procurements and assist KHC in preparing its response. 

  2. Interested Bidders will be asked to assist KHC with preparing a response to HUD's procurement and ensure federal procurement requirements, including due dates, are met.

  3. Submission of a proposal to KHC will constitute certification that the Bidder is competent to perform the requirements outlined in this RFP.

Services Requested

KHC is seeking Proposals from Responsible and Responsive Bidders to provide consulting services to assist staff in preparing a response to HUD's solicitation for the program currently known as Performance-Based Contract Administrator (PBCA) Program. The Bidder's plan must include the goals, objectives, and action steps that will assist KHC in creating a successful response to the solicitation.

KHC does not seek a proposal to independently complete a rebid on KHC's behalf. Rather, KHC seeks assistance with the preparation of a competitive and compliant bid.

Areas of requested support include, but are not limited to, the following:

  1. Demonstrated familiarity with and understanding of the PBCA program in general; including KHC, HUD, and property owner responsibilities.
  2. The HUD solicitation may require compliance with the Federal Acquisition Regulation (FAR) and the Competition in Contracting Act (CICA). Bidders must therefore have significant knowledge of FAR and CICA requirements, applicable requirements and procedures of the U.S. Government Accountability Office (GAO) and have demonstrated experience assisting prospective contractors with federal bid submissions.
  3. Bidders must have knowledge of HUD's Acquisition Regulations (HUDAR) and all other applicable HUD procurement requirements, processes, and systems. Bidder must be familiar with these federal systems to assist KHC with performing any necessary registration or pre-application requirements; and to plan, develop, and execute a competitive bid submission.
  4. The selected Bidder may be required to participate in conference calls, webinars, meetings, and industry days (if announced) hosted by HUD, KHC, or any association or working group to which KHC may belong.
  5. The selected Bidder will assist KHC in the drafting of bid materials and the packaging and presentation of such materials so as to enable KHC to respond appropriately to the solicitation.
  6. It is unknown when HUD will release any draft or final solicitations; therefore, time will be of the essence in the performance of the engagement, as will availability of the Bidder.
  7. The successful Bidder must disclose to KHC if it will simultaneously represent or materially assist any competitor of KHC in the above-described procurement activity.

Proposals must be submitted electronically, preferably in a single-document PDF, via email no later than 5:00 p.m., ET, on Friday, November 15, 2019.

Note: Proposals received after the stated deadline will not be accepted.
