Analysis of Impediments to Fair Housing Consultant

and/or

Five-Year Consolidated Plan Consultant


Kentucky Housing Corporation (KHC) seeks a consultant to develop an Analysis of Impediments to Fair Housing Choice (AI) and a Five-Year Consolidated Plan. KHC will enter competitive negotiations with any bidder that is deemed a responsible and responsive bidder to this RFP.

KHC is the state housing finance agency and a political subdivision of the Commonwealth of Kentucky. Created by the General Assembly in 1972, KHC’s mission is to invest in quality housing solutions for families and communities across Kentucky.

Services Requested
The purpose of this Request for Proposals (RFP) is to solicit proposals from qualified individuals and/or entities which by reason of their skill, knowledge, and experience can furnish KHC with professional services as:

  1. An Analysis of Impediments to Fair Housing consultant with respect to KHC’s AI; and/or
  2. A Consolidated Plan consultant with respect to KHC’s submittal of the Consolidated Plan 2020 – 2024 for the Commonwealth of Kentucky.
 
This RFP includes requests for two services. Responses to just one or both services under the RFP are acceptable; however, the Response should indicate clearly which service(s) the respondent intends to perform.

Requirements for Submittal, Section A is hereby revised to read as follows:
Bidder must provide evidence of certification that the Bidder is qualified to do business in the Commonwealth of Kentucky and be registered as active and in good standing with Kentucky’s Secretary of State. In the alternative, Bidder may certify that if awarded the contract, it will meet the aforementioned requirements prior to the effectiveness of the contract.

Additional Questions: On page 1 of the RFP, it states that “The AI shall include the entire Commonwealth of Kentucky”. Does this mean that it includes the existing entitlements of Ashland, Bowling Green, Covington, Elizabethtown, Henderson, Hopkinsville, Lexington-Fayette, Louisville, and Owensboro? If so, should the AI consider unique circumstances in each of these communities. Conversely, does the KHC with to review the entire state as a single entity, without specific details on entitlement communities?

Answer: Given that existing entitlement communities perform their own Analyses of Impediments to Fair Housing (AIs), Kentucky Housing Corporation (KHC) believes that a unique evaluation of each of these communities is not necessary in the KHC AI. However, KHC contributes funds to these geographic areas.  Accordingly, KHC would like its AI to evaluate the entire Commonwealth of Kentucky, including these communities.


Submission of Proposals

A. Proposals must be submitted electronically, preferably in a single PDF document, via email, no later than the time indicated below. See Section 3 of Exhibit A regarding the Kentucky Open Records Act and exemptions thereto.

B. Proposals received after the deadline will not be accepted or reviewed for selection, unless the Bidder can provide evidence that the cause of the delay was beyond the Bidder’s control. The Purchasing Officer will make a final determination as to whether to consider the Proposal.

C. Bids must be received by 5 p.m. ET, on Monday, April 22, 2019.
