KHC's Project-Based Contract Administration (PBCA) Program provides rental assistance for extremely low- to moderate-income residents living in certain apartment complexes throughout Kentucky. The subsidy is tied to specific complexes and paid directly to the owner on behalf of the resident. The rental subsidy does not follow the resident from property to property.

KHC works to ensure property owners, management agencies, and residents adhere to the requirements of the program. If you are a resident and have concern about your apartment or assistance, you must first contact the property manager or onsite personnel. Landlord or Owner

Through the execution of federal Housing Assistance Payment (HAP) contracts KHC is able to provide rental assistance through the PBCA program and the Tenant-Based Rental Assistance (TBRA) program.

Project-Based Contract Administration (PBCA)

As the contract administrator for HUD, KHC works to ensure property owners, management agencies, and residents adhere to the requirements of the program. KHC may perform onsite visits of your property, which includes desk reviews. KHC staff will work with property owners and residents to help resolve any reported issues.

KHC also assists property owners with renewing their federal HAP contracts, along with adjusting rents and reviewing utility allowance requests. HAP contracts are renewed to help ensure the continued availability of affordable housing in Kentucky. All requests for HAP payments are reviewed and processed timely in order to be sent to the owner by the first business day of each month.

Property owners must develop written tenant selection policies and procedures, including descriptions of eligibility requirements and income limits for admission. These plans must be made available to the public. Property managers or on-site personnel accept applications from those needing rental assistance who meet the eligibility requirements outlined in the tenant selection plan.
