Operation Victory is a special coalition of unions, businesses, and community groups that provides homes for our veteran heroes. Kentucky Department of Veterans Affairs (KDVA), whose mission is to help our veterans, administers Operation Victory and the Homeless Veteran Program by collaborating with other organizations to help identify homeless veterans and assess their needs. KDVA also offers other programs for homeless veterans suffering from substance abuse or mental health issues.
